Malawi and Switzerland conclude an Article 6.2 implementation agreement

The agreement sets out the framework for authorizing mitigation activities, applying corresponding adjustments and transferring units between the two countries.

The Republic of Malawi and the Swiss Confederation have concluded a bilateral implementation agreement under Article 6.2 of the Paris Agreement, establishing the terms on which mitigation outcomes generated in Malawi may be authorized for international transfer.

The agreement commits both Parties to the application of corresponding adjustments on every authorized transfer, ensuring that a tonne counted by one country is not counted again by the other. Authorization remains a sovereign decision of the Malawi Carbon Market Office, exercised on the recommendation of its technical review.

What it changes for developers

Activity developers may now seek a Letter of Authorization for activities that meet the eligibility criteria set out in the Malawi Carbon Market Framework. No unit is issued until that authorization is in place, and every issuance, transfer and retirement is recorded on the Malawi Carbon Registry System.

The Office will publish implementation guidance, including the authorization application form and the corresponding-adjustment reporting schedule, ahead of the first call for proposals.
